I'd agree that there's a disappointing lack of organization in both journalling procedure and Rift-response management, but unfortunately, the Rift itself makes such matters problematic at best. Especially where the journals are concerned. For whatever reason, in Chicago they seem to have a bit more of a mind of their own than in other cities I've worked in.
If I remember correctly there was some talk on how to research them around '82 and '83, but no one could quite figure out a way. And as no Angels of Knowledge were, at that point, willing to import themselves to Chicago, the effort was ultimately put on hold.
